ET Consultant - Senior Economist and Finance Specialist, Climate Change, Loss and Damage Job #: req34297 Organization: World Bank Sector: Climate Change Grade: EC3 Term Duration: 1 year 0 months Recruitment Type: Local Recruitment Location: Washington, DC, United States Required Language(s): English Preferred Language(s): Overview At COP27 and CMA4, the Conference of the Parties (COP) to the UNFCCC and the CMA established funding arrangements to assist developing countries particularly vulnerable to climate change, including the Fund for responding to Loss and Damage (FRLD). At COP28 and CMA5, the FRLD Governing Instrument was approved, placing it under the UNFCCC financial mechanism with hosting arrangements for the Board and Secretariat. The FRLD Secretariat, hosted by the World Bank in Washington, D.C., supports governance, strategy, policy and program development, manages relations, and oversees management systems. The Senior Economist will lead analytical work and policy advice for the FRLD, including the direct budget support framework and screening mechanism for functional equivalency, and will work closely with the FRLD Secretariat teams. Duties and Accountabilities Lead the design and development of a bespoke FRLD budget support policy framework for the FRLD, coordinating inputs from relevant Secretariat teams and ensuring alignment with the Fund’s Governing Instrument and Board decisions. Lead the design and development of a simplified and streamlined screening mechanism to determine functional equivalency of countries and implementing entities, overseeing the work of consultants/consulting firms, and ensuring alignment with fiduciary and ESS standards as required by the Governing Instrument. Contribute to drafting the FRLD Operations Manual for the startup phase (Barbados Implementation Modalities). Conduct analytical work and provide policy advice on economic and financial issues related to FRLD programming and operations. Provide advice on economic and financial aspects of projects/programmes and review direct budget support proposals/funding requests. Support the preparation of the annual high-level dialogue, including policy briefs and other research analysis. Support engagement with the Trustee regarding access modalities and direct budget support. Prepare presentation materials and talking points for internal discussions and external consultations with the Board, observers and other stakeholders. Advise the Program Manager on establishing required structures and capacities for implementing the proposed direct budget support framework and streamlined screening mechanism. Selection Criteria In addition to meeting World Bank-wide criteria for this level, applicants should meet the following criteria (in order of importance): Education : Master’s degree in Political Science, Business Administration, Economics, International Relations, or other relevant climate-related science field. Professional Experience : At least 8 years of relevant experience in development or climate finance, with a proven track record and publications on climate economics. In-depth experience with the subject matter. Sector Focus : Strong background in climate change at global, national, or sub-national program levels preferred. Institutional Knowledge : Comprehensive understanding of international climate finance within MDBs and/or other climate funds or organizations; ability to contribute to knowledge and research programs on climate and loss and damage; familiarity with FRLD and Board priorities is advantageous. Team Leadership : Proven ability to lead or contribute to task teams producing major reports, studies and communications tools. Communication : Excellent written and verbal communication skills to analyze, synthesize and present complex materials to diverse audiences.
